Edo State Signs Electricity Bill Into Law

Edo State Governor, Monday Okpebholo, has officially assented to the Edo State Electricity Law 2025, promising a more reliable electricity supply and energy independence for the state.

The newly signed law, which repeals the 2022 Electricity Law, aims to establish a competitive electricity market by regulating intra-state generation, transmission, distribution, and consumption.

Governor Okpebholo emphasized that this legislation aligns with the Electricity Act of 2023, which empowers states to oversee their power infrastructure.

In his remarks, Okpebholo stated, “This law provides a structured framework for public and private entities to generate, distribute, and trade electricity within Edo State, fostering a transparent and investor-friendly market.”

The law also sets up key institutions, including the Edo State Electricity Regulatory Commission (ESERC), tasked with overseeing licensing, tariffs, and consumer protection, as well as the Edo State Electricity Transmission Company and the Edo State Electrification Agency.

The Group Managing Director of New Hampshire Capital, Mr. Odion Omonfoman, hailed the new law as a “game-changer” for the state’s power sector.

“The law creates a transparent regulatory framework that will attract investment and support industrialization,” he said. “It opens the door for both local and international investors in power generation, renewable energy, and rural electrification.”

The move marks a significant step in Edo’s drive for industrial and economic growth, positioning the state as a leader in sub-national electricity reform.
